build: Rename HAVE_LIBZFS to USE_LIBZFS

Browse Source 
The HAVE_LIBZFS is defined by libzfs test and hence conflicts with
manual definition. On NetBSD it ends up detecting zfs but not detecting
nvpair and creates confusion. Split them.
